A U.S. senator is murdered in a manner that bears the signature of a notorious Soviet assassin long believed to be dead. The killing forces the authorities to reopen an old and dangerous mystery.

Retired CIA operative Paul Shepherdson, who spent much of his career hunting the elusive killer, is brought back to assist with the investigation. He is paired with young FBI agent Ben Geary, who has studied the case obsessively and believes he understands the assassin's methods.

As the investigation deepens, long-buried secrets begin to surface – and it becomes increasingly clear that nothing is quite what it seems.
